Madison, Wis. — The Office of the Commissioner of Insurance (OCI) is announcing a limited HealthCare.gov enrollment opportunity for Wisconsin consumers who purchased a health care plan from Innovative Health Plan; Healthcare Plan; or ACLP Health Plan.
The Federal Trade Commission (FTC) has filed a lawsuit against Innovative Partners, LP (doing business as Innovative Health Plan and Healthcare Plan) and American Collective, LP (doing business as ACLP Health Plan) for deceptively marketing non-comprehensive medical discount memberships and limited benefit plans. A health plan purchased from Innovative Partners, LP or American Collective, LP is not comprehensive health insurance. Those who purchased their plans may have to pay almost all of their medical bills out of pocket. More information is available about the lawsuit here.
The Centers for Medicare & Medicaid Services (CMS) has opened a special enrollment period (SEP) on HealthCare.gov so victims can sign up for comprehensive marketplace healthcare coverage. outside of the annual Open Enrollment Period. The SEP is open for eligible individuals until August 10, 2026. Eligibility for a SEP is determined by CMS. Detailed instructions on how to enroll are available here.
The court has also placed the businesses and their assets into Receivership for the purpose of preserving their assets to potentially provide all victims with restitution for their losses. As soon as the receiver is able to obtain a list of all those that have done business with the above entities, a detailed communication will be sent by email, if possible, and by regular mail.
