WAUWATOSA, Wis. — Kids Win Wisconsin today released two new policy resources designed to improve reading outcomes across Wisconsin and help ensure 95% of Wisconsin students become proficient readers.

Only 1 in 3 Wisconsin fourth graders reads proficiently, according to the Nation’s Report Card. Kids Win Wisconsin believes every child deserves the opportunity to become a strong reader through evidence-based instruction, honest information, and clear accountability.

“School boards and school leaders play a key role in improving reading outcomes, and so do our state leaders,” said Brittany Kinser, Founder and CEO of Kids Win Wisconsin. “Improving literacy takes leadership at every level. These two policy resources provide a roadmap to help more Wisconsin students become strong readers.”

One resource outlines the organization’s 2027–29 State Legislative Priorities for state policymakers. The other provides a Local School Policy Goal with practical guidance for school boards and school leaders to strengthen literacy instruction, improve accountability, and keep families informed.

The State Legislative Priorities focus on four areas:

  • Evidence-based literacy instruction
  • Honest information and transparency for families
  • Accountability for reading outcomes
  • Student-centered funding

The Local School Policy Goal provides school boards and school leaders with practical guidance to:

  • Measure student progress
  • Use data to improve instruction
  • Share results with families
  • Recognize excellent teaching and leadership

Together, these recommendations support one shared goal: ensuring 95% of Wisconsin students become proficient readers so they can go to college, pursue a career, or master a trade and have a bright future.
