MADISON, Wis. – The League of Wisconsin Municipalities today announced a planned transition within its Government Affairs team. Government Affairs Director Toni Herkert will transition to a new role as Director of Strategic Projects effective September 1, 2026, and will retire from the League at the end of the year following a distinguished career of service and advocacy on behalf of Wisconsin municipalities.
As part of the transition, Evan Miller has been named the League’s next Government Affairs Director, effective September 1. Miller will work closely with Herkert throughout the remainder of the year to ensure continuity and continued strong advocacy for League members.
“Toni has been an exceptional advocate for our members and a trusted leader whose expertise, relationships, and commitment have helped shape important policy outcomes over the years,” said Executive Director Emily McFarland. “We are deeply grateful for her many contributions and are pleased that the League will continue to benefit from her experience and knowledge in her new role as Director of Strategic Projects through the end of the year. At the same time, we are excited to welcome Evan into this leadership role. His experience and passion position him well to build on Toni’s strong foundation and continue advancing our members’ priorities.”
“I have been honored to serve our members and work alongside so many dedicated municipal leaders throughout my career,” said Herkert. “While my role is changing, my commitment to the League and its members remains strong. I look forward to working with Emily, Evan, and our team to refine and advance our major legislative initiatives while helping ensure a smooth transition that positions the League for continued success. I am excited to see what happens next. Evan’s vision, intellect, and leadership will position the League well for years to come!”

“I am grateful for the opportunity to serve our members in this new role,” Miller said. “I look forward to working with Toni, Emily, and our League team during the transition and continuing Toni’s legacy of strong, informed nonpartisan advocacy as we advance our members’ legislative priorities. Toni has elevated the League and leaves the organization in an incredibly strong position for the future. I am excited for us to build on the foundation she has created and continue working to strengthen the partnership between state and local government.”
As the League looks ahead, it also plans to hire a new Government Affairs Specialist to backfill the vacancy left by Miller. Additional information about the position and hiring process will be shared in the coming months.
