2025 Wisconsin Act 221 is an important investment in Wisconsin’s future workforce by expanding opportunities for students interested in careers in construction and advanced manufacturing. The Act updates the state’s technical education grant program, allowing school districts to use grant funding for the construction, renovation, or improvement of training facilities, the purchase of industry-standard tools and equipment, and the acquisition of software and instructional materials needed to prepare students for careers in these high-demand fields. By providing schools with greater flexibility, Act 221 helps ensure students receive hands-on training using the same technology and equipment they will encounter in the workforce.
The Act also modernizes the grant program’s matching fund requirements. School districts receiving grants may now satisfy their required match through cash or the monetary value of software, tools, equipment, or other in-kind contributions. In addition, recipients must provide matching funds equal to or greater than the grant they receive. This change encourages partnerships between school districts, manufacturers, construction companies, and community organizations while ensuring that state investments are matched by meaningful local support.
Act 221 is crucial to Wisconsin because construction and advanced manufacturing remain two of the state’s largest and most important industries. Employers across Wisconsin continue to report a shortage of skilled workers, making it increasingly important to expose students to career and technical education at an early age. By helping schools build modern training spaces and provide students with access to current industry technology, the Act creates a stronger pipeline of qualified workers who are prepared to enter the workforce immediately after graduation or continue their education through apprenticeships and technical colleges.

Ultimately, 2025 Wisconsin Act 221 is a forward-looking investment in Wisconsin’s students, employers, and economy. It recognizes that not every student’s path leads through a four-year university and that careers in the skilled trades and advanced manufacturing offer rewarding, family-supporting wages and long-term career opportunities. By strengthening career and technical education programs throughout the state, Act 221 helps develop the workforce Wisconsin businesses need to remain competitive while providing students with valuable skills that will benefit them for years to come.
